Good governance
“Good governance" is not a new concept, but it remains important for both developing and developed economies. Corruption, ineffective institutions, too much or too little regulation, and high administrative burdens can be serious impediments for economic development and can reduce consumer welfare. Achieving a more accountable and efficient public sector at all levels through better regulation and more effective management of economic, environmental, and social resources is far from being a simple process. Evidence-based decision making by policy makers inside and outside the government are essential to success.
Civic Consulting supports its clients in promoting good governance at two levels. First, Civic Consulting conducts independent economic research, evaluations of programmes and policies, impact assessments, and feasibility studies to allow decision makers to base their conclusions on the best available evidence. Second, Civic Consulting analyses the performance and institutional set up of public sector organisations. With pressure on public budgets increasing, governmental institutions have to become more lean and efficient—but that is only part of the equation. Modern government agencies work in complex networks, involving other public bodies and stakeholder organisations on all levels. Defining strategic objectives and performing the relevant functions to reach them is challenging for any institution, as is the division of tasks with other partners in the network. Civic Consulting therefore supports its clients in analysing how institutions and institutional networks function in order to identify gaps and develop concepts to address them, to manage the change process, and to communicate policies and targets to the public effectively.
Relevant assignments completed by Civic Consulting include functional analysis of government bodies and the design of public administration reform programmes, as well as needs assessments and the preparation and evaluation of technical assistance programmes targeted at improving institutional performance in the public and non-profit sector in various countries.
